Windows 10 - Multiple Errors Not allowing me to run most stuff

I have been having errors that I just cant get past myself. I dont normally come to the forums asking for help but mostly I research online and read and try things but I am having permission problems i think, even after reformating the drive and reisntalling things. It wont let me install half of the applications I have been trying to run. Like dropbox, logitech set point and many more. Can anyone help? I have attached a CBS.log from my last sfc scan

    I really appreciate it

In Windows 8, 8.1 and Windows 10 type cmd.exe into Start Screen or Start Menu, right-click on Cmd.exe, and open it as an administrator. Execute following command to repair component store.

    Code:
    Dism /Online /Cleanup-Image /RestoreHealth
After Dism command finish, execute following command to make sure corrupted system files are repaired.

    Code:
    Sfc /Scannow

Real quick before I do that “ again for the 20th time but possibly not that exact order and exact dism cmd” I do now think I have a much better idea of my issues focus without knowing the answer to fix it. I think it falls down to a permissions issue or something because most apps won’t run unless I run as admin and a lot of things don’t run at all like commands within a program that I don’t have access to the right click to run as admin so I’ve been finding their cmd equivalent and running under a admin cmd prmt. I’ve been able to reinstall most of my main apps and through run as admin or right click properties and always run as admin I’m able to open tools like photoshop and such again. Problem is this machine is the only way I can ever make money doing graphic design or music production and engineering with my various programs which most I can get working now except for some reason my Wacom bamboo tablet drivers let me install but when I restart and try to get into preferences it says it’s not installed correctly and this is on to day 4 of racking my head all day and night researching and trying things to fix. I feel like I’m trying too much now and probably overall jacking things worse. Going try the commands you gave & in that order and hopefully something. I’ve formatted this machine 5 times now trying to fix it. I’m too the point of being super fast at reinstalling and getting all my customizations back. And trust me I’m so OCD and customize so much. To the point of every folder being custom icons and more so the machine is quick and all that... ok done rambling

Ps: talking about folder customizing, I’ve released most of my work in icon creation for others to have online, might as well give my long hard work out so other people can use and I don’t feel as bad for such long random customizing here is the link Incase anyone wants the icons too:

Yes i have tried out the windows repair tool before, i have tried running it recently but it doesn't even run, alot of programs i have tried in the last few days have done that. i have even right click and run as admin and nothing. I watch on task manager and can sometimes see a program pop in and then pop right back out without me actually seeing the program open up at all. Also I dont have anything at all antivirus but windows defender right now. I tried running adaware stuff like malwarebytes but have since uninstalled because they dont find anything and for some reasons yes I was thinking defender was the cause of programs not to run but at one point defender was giving me false positives saying google chrome setup that I downloaded seconds before was a virus and some other previous software like just basic crap that i have used for years and used the same installation files to reinstall if i ever needed to and know that it was never a virus before. but at this point right now defender is running completly with everything checked on and no alerts and thats the only tool I have that is anything like an antivirus running.

I just completed the 2 commands that you asked me to run and these are the results:

    Code:
    C:\WINDOWS\system32>dism /online /cleanup-image /restorehealth

Deployment Image Servicing and Management tool
    Version: 10.0.16299.15

    Image Version: 10.0.16299.19

[==========================100.0%==========================] The restore operation completed successfully.
    The operation completed successfully.
    &

    Code:
Beginning system scan. This process will take some time.

Beginning verification phase of system scan.
    Verification 100% complete.

Windows Resource Protection found corrupt files and successfully repaired
them. Details are included in the CBS.Log windir\Logs\CBS\CBS.log. For
example C:\Windows\Logs\CBS\CBS.log. Note that logging is currently not
    supported in offline servicing scenarios.
And if you wanted to look at the CBS.log I have uploaded that one to this location:
    http://www.337studios.com/mycbs2.log

But after doing that, I still dont have access to things like running google chrome both by clicking and even by right click and run as admin. or task manager by taskbar right clicking or CNTRL+SHIFT+ESC... the only way I can run that is a desktop shortcut of : C:\Windows\System32\Taskmgr.exe with my user name, administrators & SYSTEM with full control of the shortcut and advanced run as admin. among other programs, and not I notice that my start menu programs list doesn't have half of the previous programs that i have installed in the last 2 days and have ran atleast once previously. Any other help? I can try and will now try the accessing the tweaking repair tool but another thing that I have had alot of trouble with is getting back into normal windows mode once going into safe mode. I have tried most everything that i research and it turns into a safe mode loop everytime except i was actually successful ONE time getting back out. I have had to reset pc or format to get out of safe mode once in it. Matter of fact, id rather wait on maye a response from you that might help before I even do try going back into safe mode to run that repair tool.... I am waiting here... take your time.. not trying to take up your time but i have nothing else that i can think of doing but try to get this machine working anyway so im right here!

You must have been using System Configuration tool to boot into Safe Mode there is a another way of getting into Safe Mode in Windows 10 is to use the Shift + Restart combination. Open the Start menu and click on the Power button. Then, while keeping the Shift key pressed, click on Restart.

Then, Windows 10 reboots and asks you to select an option. Choose Troubleshoot.

On the Advanced options screen, choose Startup Settings.

Windows 10 says that you can restart your device to change advanced boot options, including enabling Safe Mode. Press Restart.

After Windows 10 reboots, you can choose which boot options you want to be enabled. To get into Safe Mode, you have three different options.

To enable Safe Mode press the 4 or the F4 key on your keyboard, to enable “Safe Mode with Networking,” press 5 or F5, and to enable “Safe Mode with Command Prompt” press either 6 or F6.

The last one's is causing the permissions problems, and i take it your still trying to update and failing.

Quickest way is to use MCT, latest Iso 17017, note your currently running .15 latest is .19
    or
run this tool see if we can find which CAT/MUM files are corrupt, and try and fix them

Ok, yes you are correct, thats the old way I remembered how to get to safe mode. I have used the SHIFT method a few times recently to do different things lately though. Ok, i will try the Tweaking Repair tool and see how far that gets me. Wish me luck, regardless I will come back to let you know how it turned out and I really appreciate your time.... Oh hawkman, you are saying I should do what now? I’m confused at what MCT is, and whatever the latest OS should be the one that I created on my thumb stick which was 3 days ago correct? I’m sorry just a little bit confused at exact what you were telling me I should do. Is the OR a tool I can run that spits out a file that you could help me to gain the correct permissions back from whatever is screwing me up right now? I’ll wait on the tweaking tool in safe mode till you get back to me
