In addition, if you have Macrium Reflect backup software installed, you can boot to either the PE boot menu option or the DVD/Thumb, use the Explorer option in the PE to delete the folder.

In fact, I just permanently upgraded my laptop to Creator's Fall Update edition and I had to boot into Kyhi's Recovery Tools that I have saved on a second installed drive in my computer to delete the windows.old folder. And as @f14tomcat mentioned, Macrium Reflect rescue drive (whether booted from a USB flash drive, or the boot menu option) will also allow you to do it.
Since "Previous version of Windows" is not available, it indicates that the folder may have already been emptied.
What is the size of your Windows.old folder when you right click on it and click on Properties?
@Syncopator, your best bet is probably going to be to boot the computer from a USB flash drive or other source that will give you the capability to delete the windows.old folder outside your installed Windows. A standard Windows installation drive, Kyhi's Recovery Tools (from this forum), a Linux live distribution, or a Macrium Reflect rescue drive are all options. If you install Macrium Reflect, it also has the option to add a rescue option to your installed boot menu and that would work as well.
The commands in Option 3 weren't obeyed, the system didn't recognise them. I abandoned that route.
I began to wonder how/why the folder was on the Administrator's desktop - I have no idea. Anyway, I put it on the C drive and was able to uninstall it.
Thank you all for your time.
