Ummm this brings back memories from donno how long , I had similar issue where after digging very deep it turns out if ever windows encountered a newly discovered bad sector on a hard drive during operation it would fire a blue screen and then cap read / write speed of hard drive as a precaution .
The only way to reset this was through : Control Panel > Device Manager , then locate IDE/ATA ATAPI Controllers and deleting whatever you may find bellow (ex:)
and then deleting the hard drive if was still present in Disk drives section then doing a restart .
Hope it helps.
P.S If it does , it's a sign you are having a failing hard drive , be cautious there .
