ok but why is my computer performing bad?

just played forza horizon 3 again had to do medium settings 30fps cap and it still dropped below that and things were getting rendered in late and the sound was freezing

when my fps drops i look in cpu graph

hmm fresh install of windows but as soon as a bootup this is what my hdd looks like

playing forza horizon 3 cpu not maxed out big micro stutters

getting worse the more i play

not in game
