If I read that right your on 1703 (15063.0) ... the latest is 1703 (10563.540). Not saying it would fix the 10016's your seeing, but is there a reason you haven't updated to the latest?

no reason. I assumed that Windows would update automatically when it got around to it. Didn't seem like a big concern to me. Also, when it's my computer's time won't it just happen (of course annoyingly)? I just wish there was something that addressed the access denied issue. I run regedit as an admin.

For the given 10016 (APPID / CLSID) your trying to fix. You have to change the Owner from Trusted Installer to Administrators.
1. In Regedit >The Key Your Changing > Permissions > Advanced > Owner > Change > Type in Administrators > Check Names > Ok > Ok
2. In the Permissions > Administrators > Full Control > Ok
Note: I always change Owner back to Trusted Installer (nt service\trustedinstaller), but you don't have to.
3. Now you should be able to fix whatever the 10016 is complaining about in the DCOM Config.

That seems to have worked!!! I did not change the owner back to TrustedInstaller. I will later on and if there is any repeat I'll report it back. BUT so far....seems good! THANKS!

Sad to say, the 10016 error is back.

And the owner is no longer trustedinstaller. It's the administrator.

Unless that's a typo, it's Administrators NOT Administrator. I'd double check that in regedit for both the CLSID & APPID and that Administrators has Full Control.

In DCOM Config did you give Local Service the Local Activation permission?

Granting Administrators full control in regedit is so you can do the DCOM fix for the APPID/CLSID issue. So if you haven't already, you need to do the DCOM fix in the hopes that it will resolve the issue.
