confirmed that this only happens when video drivers are installed. Tried doing a minimal install with multiple driver versions (as in, no software install, just driver through device manager), same issue each time.

Wonder if vega will fix this or if I need to move to NVDA

The genuine intel debugging is a WHEA 124 error which often indicates hardware problem:
    Code:
WHEA_UNCORRECTABLE_ERROR (124)A fatal hardware error has occurred. Parameter 1 identifies the type of errorsource that reported the error. Parameter 2 holds the address of theWHEA_ERROR_RECORD structure that describes the error conditon.Arguments:Arg1: 0000000000000000, Machine Check ExceptionArg2: ffffd80a88414028, Address of the WHEA_ERROR_RECORD structure.Arg3: 00000000bf800000, High order 32-bits of the MCi_STATUS value.Arg4: 0000000000000124, Low order 32-bits of the MCi_STATUS value.
Make sure that there is no over clocking while troubleshooting.

Sometimes there are problems in the bios that produce bsod. The bios in your computer: BIOS Version/Date American Megatrends Inc. 1.40, 9/23/2016
Please check to see if this is the most up to date version.
To ensure that there are no improper bios settings please reset the bios.
Sometimes there can be failure to boot after resetting the bios. So please make sure your files are backed up. Please make a backup image with Macrium:

And please create a restore point.

Once the memtest86+ version 5.01 image is available displaying 8 or more runs with no errors we can move to CPU and GPU stress testing.

For all tests please post images and maximum temperatures into the thread.

When testing for WHEA hardware errors we need to systematically check CPU, GPU, memory and drive.

Some testing was already done but there may have been overclocking and there were no images posted in the thread.

Once the bios is reset and there is no overclocking:
Choose one of the temperature monitoring software applications: Speecy, HW monitor, Speed fan:
Speccy - Free Download - Piriform
    HWMONITOR | Softwares | CPUID
SpeedFan - Access temperature sensor in your computer

    1) download and install the Intel Processor Diagnostic Tool
When the test completes please use the Microsoft snipping tool to post an image into the thread.
    Download IntelĀ® Processor Diagnostic Tool
    The IntelĀ® Processor Diagnostic Tool

    2) Run Prime95 - Stress Test Your CPU
Prime95 - Stress Test Your CPU Windows 10 Performance Maintenance Tutorials
Please use the Microsoft snipping tool to post images into the thread.

    3) Run memtest86+ version 5.01 for at least 8 runs. This may take hours so plan to run it overnight.
    http://www.memtest.org/https://answers.microsoft.com/en-us/windows/wiki/windows_10-update/memory-problems/21c3f63f-f570-4522-b2ef-ecc7b7ff6461
When Memtest86+ has completed 8 or more runs open the Microsoft snipping tool and make an image of the results to post into the thread.

    4) Run HD Sentinel:
Hard Disk Sentinel - HDD health and temperature monitoring
When it has completed please use the Microsoft snipping to make an image and post into the thread.

    5) Run FurMark - GPU Stress Test Windows 10 Performance Maintenance Tutorials
Please make note of the importance of temperature monitoring and aborting the test in the GPU link.
FurMark - GPU Stress Test Windows 10 Performance Maintenance Tutorials

All of these test should be done with the bios reset and no over clocking.
For each of the above tests please record maximum temperatures.
And please make sure that you use the Microsoft snipping tool to post images of each into the thread.

I was probably better off with my original Asus board. MSI doesn't seem to update bios very frequently. I also never had those system check errors with the Asus. Now, those errors only occur when i am messing with OC and stuff.

memtest passed fine. Again, not surprised here. I swapped nearly all the hardware. Also, this is very predictable and I can repeat the error many times. If it was some mysterious hardware fault that only came up after 12 passes, etc. it likely wouldnt so readily occur.

Anyway, I used Passmarks memtest because the other one wouldnt use but one core. didnt have the 6 hours per pass it was doing.

once again , this only happens when video drivers are installed. I think that is key here. I can use any driver version from the release date of my card until now, I can install just the bare driver, etc. and the problem persists. If I remove the Radeon drivers, the problem immediately stops without having to touch anything else.

Let us know what computer problems you are experiencing now. As much detail as possible.
The last zip file had information only up through 06/18/2017.

I have always been experiencing the same problems, nothing has ever changed. Small halts when inserting USB drive, launching certain apps, or changing refresh rate (entire computer halts, HW monitor, Task manager, lights on keyboard/mouse/etc.). There are no relevant bsods, error logs etc. the only piece of relevant info is the fact that that's happens only with video drivers installed

I have attached the requested. Just keep in mind that this problem can completely be resolved by removing video drivers. As soon as i attach a video driver to either of my VCs, no matter what driver, no matter what installation method, I start to have these issues. There is no other process or piece of hardware that can be disabled with the same effect. This persists with a fresh install of windows, it persists on multiple drives. It persists with one or two cards, etc. Possibly i should just got buy an nvda VC and test. I really dont want to, as I have freesync on all six of my monitors.

The last bsod was on 06/19/2017. This is day 13 of no bsod. That's progress.

    These are some problem signatures:
    utorrent.exe
    darksoulsiii.exe
    doomx64.exe

    These are some faulting applications:
    Storeagentscanforupdatesfailure
    Windowsupdatefailure

You could uninstall and reinstall some of them to see if they have any impact on performance.
Others you may be able to repair or reset.

It's unclear how you did the clean install testing. Was the testing after installing updates and drivers and before applications and files?
If you have an image of your drive you could try a clean install with no drivers, applications etc.
Then test performance before and after adding only the video driver (and no other drivers).

There isn't much in the way of problems in the last 100 events in the event log. There was one: Installation Failure: Windows failed to install the following update with error 0x8024001E: Definition Update for Windows Defender - KB2267602 (Definition 1.247.388.0).

For more help with performance issues you may want to have more of the guru's involved.

Just went out and bought a GTX 1080 for testing. Same issues once drivers installed. Hmm

Notebook computers often get much better performance when plugged in rather than on battery power. The notebook that I use has settings for high performance. If there was a way to check a higher powered PSU with the identical rig that would be of interest.
