    performace changes depending on user account


    alright all you guru's... I have a program (an emulator called xebra) that under my account which is admin, runs like crap!! Somewhere around 1/2 speed but randomly will speed up for a 1/2 second... I've checked everything I know to check and can't find a reason, but here is the kicker, I log into the built in admin account, and the program runs fine, full speed..
    I've checked side by side the running programs in task manager and except for a couple instances of one on my user profile or one on admin, everything is the same

    cpu usage isn't high (0%-2% at most when idol) sfc doesn't find anything wrong with system files.
    I've tried running proc explorer and proc monitor neither of which are much help

    I really am at a loss...something is screwed up and probably affecting other programs but for th elife of me I can't find it
    And yes I have ran all the virus stuff, malwarebytes, etc...system is clean

    yup..it's a desktop...everything is set to never since I don't have to worry about battery

    OK, but are they using the same power plan as identified by either Balanced, High Performance, and/or Power Saver because some of the processor (default) sub options are quite different for each power plan:

    OK, that was my best initial guess. Hopefully someone else will come along with some different ideas.

    yea, it's head scratcher... been using and involved with PC/computers for over 30 years (computer science award freshman year in high school when the trs-80 model 3 and 4 were the thing..lol)....and I have never ran across something so strange as this
