XMP Profile is 3333. Looking at HWMonitor pro and CPU-Z, I get all kinds of weird readings. NB speed fluctuations, a single processor thread jumping to 65C causing the fans to spin up. I expect that to happen when I fire up a game, not at idle, though. The NB speed fluctuates at 2133 too, just no CPU shenanigans. So the fans act normally.
In my limited research, others are having similar issues and most are attributing it to the new intel 'mesh' architecture. Supposedly under the old architecture it would take a quarter of a second or so for a core to spin up to full speed. Under the mesh architecture - it's 8 milliseconds. So that allows all these new processors to run differently - keeping core and bus speeds down until absolutely needed. And that is fine - This system is much quieter that the 4790K it replaced and it seems to have no trouble running any of my stuff (games, dev, VMs). VMs are extremely fast on a 960 PRO, btw.
I'm used to sorting out these things quickly - but I guess with this one I'm going to use a time tested tactic - lurk around here until enough of these systems show up. Someone usually sorts it after a time. If I sort it, of course I will be posting it up here. So, I will continue to research it - I'd really like to run my memory at the speed I paid for.
