Why is this process taking up 4-7% of my CPU? I know what is does, but is it normal for it to use that much power (%)? This has not been a problem before. Only a few weeks ago, it was only on 1% or less. Will disabling this process do any harm to my system?
It should have zero activity, unless it is in a job, maybe triggered by some app.
Running a maintenance would not hurt. Download WC.bat and run it as admin.
Download Process Monitor to see, what it is is doing, maybe it will give some clue.

It looks, like it is trying to repeatedly install a driver.
You can use Driver Easy Free to check for missing/outdated drivers.
Then you can google the driver version and download it elsewhere.
I have the same problem, but worse and all my drivers are already updated. I have an intel core i7 7700 HQ and the process itself is taking up 50/60% and the service host an extra 10%
It seems to be installing/updating NET Framework, but some file is locked, maybe protected folders?
Try some cleanup, like download this and run it as admin: [Batch] Windows Cleanup - Pastebin.com
Or you can try to disable NET Framework 3 and 4, restart and then enable it back again.

Hello again, i ran the batch file, and it accomplished nothing. I then gave TrustedInstaller, System, etc.. Full control over some dlls's however, I also repaired the .net frameworks i had installed. and restarted the service using Windows+R "services.msc"
Nothing changed.
