System Restore Fails - Error 0x80070091 - Update KB3213986 Culprit

I recently tried to use Windows restore and it failed with the error message:
System Restore did not complete successfully. Your computer’s system files and settings were not changed.
Details: System Restore failed while restoring the directory from the restore point.
Source: AppxStaging
Destination: %ProgramFiles%\WindowsApps

I tried several other restore points and they all failed with the same error.

Evidently others are having this problem and it is discussed here.

Evidently Rolling back the update does not correct the problem. So the lesson is to have other forms of backup available and not to rely solely on Windows System restore. Hopefully, Microsoft will fix this problem soon.

In the end I had to do an upgrade install to get Windows working again. I hope this information will be useful to others.

Same here yesterday.

System Restore is a very useful utility, but when it fails ... just FYI, If System Restore has one bad restore point, the utility will not run successfully. The only way I know to correct this problem is to stop System Restore, then restart it. This deletes all restore points and starts over. As a precaution, I take a System Image once a week. I ensure the system is clean first by running (from an admin command prompt)

sfc /scannow

If it is clean with no corruption, I make a System Image. A lot of folks on this forum like Macrium for this, but I personally do not.
