Windows 10 CPU usage showing 100%, RealTemp only showing ~15%

Okay so this is the second time I have come across this issue. The first time I ran deep virus and malware scans to no avail, ran CCleaner and updated all drivers as well as checking startup items and finding nothing unusual. I ended off having to re-install windows and this fixed this issue for a couple of months but its now returned and I have no idea whats causing it, it slows my PC down horribly making gaming and general use basically impossible.

I have tried updating drivers, virus and malware scans as well as running advanced systemcare again with no result. It goes without saying that the random usage doesn't add up on task manager, everything at idle will add up to about 15% which is what realtemp reports however displays 100% usage at the top. Its also worth noting that the temps get no higher than 35 degrees celcius.

    My current build:
    i5-6500
    Gigabyte RX480 Gaming 4G
    16GB DDR4 Corsair Vengeance LED 2666MHz
    Gigabyte H110M-S2H

If this is posted in the wrong forum I really do apologize, I couldn't quite find one it fit into any better than this.

Thanks in advance for any help.

    Hi DoctorFlash.

You may wish to use a tool like Process Explorer, part of sysinternals to get a better view of what is happening.

I learned from @Borg386 you can also do some virus checking within tool, which I haven't done myself. You can google this to determine if right for you.

" You can also use it to check all processes to see if there is malware present. Go to Options/VirusTotal/Check VirusTotal.com. Click on it, accept the agreement & it will show the results in a column on the left. "

I downloaded it and I can't see anything taking up the apparent 90-100% load, there are things using no more than 10% and cumulatively use no more than 20% however. I tried the virus check and ended all tasks that were flagged despite the fact that they're trusted well known pieces of software, this didn't help either.

Any other ideas? Or am I just going to have to reinstall windows again?

I would hold on re-installing. I say this for two reasons, you said you already did this just a couple of months back and its back and two, your posting is fresh. I would wait for some others to contribute.

Does it display this activity in Safe mode?

    or in a clean boot?

Thinking is this a Window issue or is one of the apps / programs causing.

Yeah I agree, I started it in safe mode, one of the first things I did to see if it was affected by the problem here but nope, it was running perfect, I'm currently using sfc /scannow and LatencyMon to identify the problem, as of now nothing but I'll keep you posted.

I would also read Shawn's Clean Boot tutorial.
