Windows 10: Shutdown takes 30 minutes and boot is normal, what is causing it ?

Seems to me from that error 1726 and researching has possibly to do with an application process on your laptop. Remote Procedure Call i told you to check if it is set to manual. Look here for further info on this issue with DISM error. Your other choice as Ed said to do a inplace repair upgrade by downloading the Windows 10 ISO i linked earlier, but whatever is causing this to begin with you may never know if an application process or whatever the cause gets put back on again and will then be doing the same thing with slow shutdown.
