Defrag - once a month is enough, Disk cleanup - once a month.
It won't however keep your computer in 'top condition'. That is merely a small part. There is more to doing that, like configuring about 100 things in Windows 10 and all your Applications.
I would also increase RAM Memory to 8 GB assuming your specs are right.

Total nonsense, it is not a cure-all.
As an HDD user, I do my drive defragging every month or two. It only takes 15-30 minutes depending on the fragmentation, sometimes it only takes me 10 minutes to defrag my drive.
