If there is not enough free place on Drive C:, the command powercfg /hibernate ON will have no effect.

No, seems that you have no luck, your system does not support Hibernation. Only Sleep mode. It has to do with Hardware and I think you can not change it.
But for to make sure, how much Free Space there is on Drive C: ? And how much Memory you have in System?
EDIT: I compared your results with my PC and they are similar (S1,S2,S3) and I have the Hibernation , so you should also get Hibernation.
May be you have too few Free Space on Drive C and Windows will not create the Hiberfil.sys necessary for Hibernate to enable it.

My issue have been Resolved using command
powercfg -h -size 75%
