    Actually, all you need to do is turn off "Real Time Protection" in your antivirus and things move along just nicely.
    The problem seems to be that real time protection checks everything.
    If you have *.exe files, it comes to a full stop.
    Of course you must be sure that all the files are free from viruses.

    I had this problem and it was severely messing me up using external drives.

    Just to thank you a lot to gave me a solution

    Same situation, w7 to w10 then low speed (11MB)
    Old Phenom II here
    Now 127MB

    I not sure how it exactly works but the solution works for me with a HP EliteBook 6930p that the hard drive works too slowly after install windows 8.1 pro. The hard drive light was always blinking and the O.S. worked really slow. In the bios the hard drive is set in AHCI. I tested some solutions like install the intel rapid storage technology driver but it not was better. Just activate this service help with the trouble. It's not seems be making continue defraging because the HD light is off almost the time when the notebook is not running any aplication. Thank you for your suggestion, works for me.

    Before doing this, please read Brink's tutorial so you understand what you are really doing and alternatives, especially if you have a SSD.
