High CPU Usage 99-100% at all times

Hello everyone, I recently started noticing my computer's cpu usage has been off the charts. I am currently unaware of what is causing it. I have run full system scans with my antivirus (Bitdefender 2017) and have run checks from windows. As i look at the usage in task manager, it seems that random programs that are open will sky rocket quite frequently . At times i see even some windows processes jump. I'm not really sure why this is happeneing. I haven't downloaded anything in quite some time (except games from steam) and this has only started recently. I have also recently upgraded my cpu from an i5 6600 to the i7 6700k (mostly in hopes that it could handle the situation better).

All in all, i am at a loss here. I have looked at multiple forums, read multiple fixes and tried them such as registry edits, deleting programs, running checks on drivers, deleting ghost drivers, making sure everything i have installed is up to date. Below are some screenshots of my task manager and what kind of processes and programs are running at the time, i've never had any issues with this before so i am unsure as to what has caused any of this. And i have noticed that my computer seems a little sluggish at times even with only a tab or two open on chrome with nothing else open. Could you guys please help me out here?

    Hello.

Not sure if this would help, but I'll base it from experience either way. I've noticed that your System Interrupts has a high CPU usage percentage. The System Interrupts is a process that deals with interrupting your processor of its current code execution and suspending its other activities to be able to handle that task. The usual CPU usage for it would be 0.1% to 7% on a daily basis. A high CPU usage like yours would mean that something might be messing with your CPU including other hardware or your CPU itself. An overactive system interrupts usage would usually be the culprit to a general high cpu usage.

Unfortunately, many of the solutions found online are already pretty much the ones you've mentioned.

But to give a positive note, this has happened to me before, and I got to fix it by updating my BIOS to its latest version from my computer manufacturer's website. Maybe you could try that out and see if it fixed it. Please do take note that updating the BIOS is a dangerous task and could easily brick your computer when not done properly, but nevertheless, it has fixed a lot of problems for me.

    Cheers!
