I think the computer question actually is: how does the end-user determine the cause or causes for the slowdown, and deal directly with those causes? To begin the hunt, what was changed if anything in the startup & services portions? Program[s] and/or utility[s] was added or removed? Anti-virus/anti-malware shield[s] or operations changed? Windows 10 Prime changes?

Just before the slowdown -- was any sort of PC-fixerupper, tunerupper, driverupdater, softwareupdater, slimmer/trimmerupper, etc. run? I hope not, for such utilities almost always give more long-term grief than any short-term joy.

BTW, I ask about security/monitoring program changes because sometime ago, after I changed something in my set up, slowdown! I had to reverse said changes or tweak and tweak and tweak until smooth operations was restored.

Does it run 'normally' if you do a clean boot?

Please provide a screenshot of your task manager, organised by highest CPU use downwards (click the CPU tab as necessary). This will give an indication of
    - your idle CPU use
    - memory use
    - disk use
    ...

You could try a system restore to the time, when your PC was running fine, but the problem might occur again.
A restore will also show you, what has installed recently, like a software or an update, which could have caused it.
