44% CPU usage, lowered frequency, no overheat

    44% CPU usage, lowered frequency, no overheat


    I need some help desperately.
    Attached screenshot tells everything, but here is some explanation: my computer is running very slow, HWmonitor says CPU frequency is 809MHz and 100% usage, built-in Task Manager says 44% usage, temperature is maxed at 64°C. Max CPU frequency is 1809MHz.
    I can't even watch a 720p video, it lags so badly.
    Power settings set correctly to max CPU utilization 100%, I am also 100% malware and virus etc. free.
    CPU frequency never goes higher.
    Very rarely it works fine, battling this problem for two months so far, couldn't figure out what causes it.
    Drivers, BIOS, everything is the latest.
    Any help or ideas much appreciated.

    Check your min/max processor power state values in your power options plan:

    I was thinking of that in my post, it is on 100% on both default profiles and I'm using Balanced.

    If this helps I had a somewhat similar issue after a normal update but didn't know what was going on. It was bad. CPU was through the roof for no reason but I could never pinpoint the whys? What made it more confusing was Chrome was using a lot less than Edge and we all know how chrome is or was. I battled the issue for a month probably with every random person saying the usual. Try to reboot, check this setting, all the stuff a lot of us check before we even go to a forum for answers. I almost was to the point that my cpu or multiple components were failing and it was new Laptop shopping for me. So I backed up everything I wanted and did a clean install that deleted all partitions and created new ones. The problem went away.

    With PC's sometimes its just that 1 thing. Sometimes its a very strong malicious source that these regular tools can't fix. You might know this stuff already but some people don't realize when you have a threat on your computer causing issues. The best route to get the system back to good health is a clean than fix and than repair with the proper malware/AV tools.

    You haven't went into details about what you have done or haven't done. First I would run kaspersky rescue usb at startup and make sure everything is good their. Virus/Malware technology is amazing this day and age and some bad guys have created some tricky things. No system is 100% against all threats. That is impossible. In my case talked about above I think I had something malicious in the boot aspect of Windows or disguised and nothing was detecting it. I know it was a Virus/Malware because it got stronger once I started fighting it. It was like I got punished when I tried to fix it, very creative Malware.

    If you have ran all the proper clean/fix/repair type security tools and nothing helps just do a clean install with a ISO downloaded from a safe source and in a healthy usb. 2 Months later its time to fix it or ditch it in all honesty. If the problem has been going on that long and it could just very well be a cpu going south. Things do happen. I know everybody wants to know that the product they own will last forever and nothing breaks but you never know.
