44% CPU usage, lowered frequency, no overheat

You might know this stuff already but some people don't realize when you have a threat on your computer causing issues. The best route to get the system back to good health is a clean than fix and than repair with the proper malware/AV tools.

    You haven't went into details about what you have done or haven't done. First I would run kaspersky rescue usb at startup and make sure everything is good their. Virus/Malware technology is amazing this day and age and some bad guys have created some tricky things. No system is 100% against all threats. That is impossible. In my case talked about above I think I had something malicious in the boot aspect of Windows or disguised and nothing was detecting it. I know it was a Virus/Malware because it got stronger once I started fighting it. It was like I got punished when I tried to fix it, very creative Malware.

    If you have ran all the proper clean/fix/repair type security tools and nothing helps just do a clean install with a ISO downloaded from a safe source and in a healthy usb. 2 Months later its time to fix it or ditch it in all honesty. If the problem has been going on that long and it could just very well be a cpu going south. Things do happen. I know everybody wants to know that the product they own will last forever and nothing breaks but you never know.
    I have reinstalled the system couple times, didn't help.
    The strange thing is that fullscreen games spin up the CPU to 1809MHz, as it should be, programs in Windows, like Chrome or VLC player don't do it.
    I am running out of ideas, maybe I'll go back to Windows 7 and see if it works on that.

    What is your motherboard? Have you tried disabling AMD Cool'n'Quiet feature in BIOS or in AMD settings?

    It is a notebook, MSI EX610.
    I haven't met with that setting yet, as soon as I get home from work, I'll check for it.

    Hi csenger41,
    I had the same problem as you and I solved it now.
    I have a Samsung laptop which has a program called "Samsung Settings", after changing the settings in "Silent mode" from "Auto" to "Off", my CPU usage is not anymore limited to 44%. Additionally my CPU core speed is not limited to below 1ghz but goes up to the maximum of 2,5ghz.

    If you have no Samsung laptop with this program, I would recommend that you check your PC if a similar program is installed. I am sure that the big brands like Sony, Lenovo and so on have similar features.

    I too had that Samsung tool installed on my wife's laptop. It drove me nuts trying to find it.

    One thing you might also want to check. I at one time had a very similar issue to you. What it ended up being is my power adapter for my Dell laptop. They along with others Im sure have a pin in the middle of the power connector that acts as a communication pin for the power supply. This allows the power supply to communicate with the computer, relay information such as PSU wattage and voltage.

    In the case of my Dell, the wire for this pin came un-soldiered. Because of that, the laptop would go into limited performance mode so as not to overdrive the PSU. This limited the CPU performance to around 50%. Drove me nuts trying to find out why till I did some looking. Took me forever to find. It might not be your issue, but if you can, try another power supply. You can get third party PSUs on eBay for cheap. Might not be something you want to use all the time, but would be worth a shot. If it ends up fixing it, you can also often times find OEM supplies, but they tend to be much more expensive. Then keep the cheap one as a back up.

    Thank you very much for your reply. Spent like two weeks to figure out what happened to my laptop, and found your post about power supply. Exactly my issue, Dell 5555 laptop, lowers cpu frequency to 0.98 GHz when that pin is not properly connected. Thank you very much again.
