    DISM attempts to initialize files several times but fails almost everytime.

    Please try an in-place upgrade
    Repair Install Windows 10 with an In-place Upgrade - Windows 10 Forums

    I waited a few days then did the in-place upgrade. This resolved the problem. I wanted to take a moment to say thank you for your help - it is deeply appreciated. Thank you for taking the time to help, I'm sure you have other things to do with your time and I wanted to make sure that everyone on the forum is aware of how helpful you were and how patient you are with those less knowledgeable.
