Ah, as i suspected thank you axe0 for way to get to command prompt had thoughts on it through advanced optionsAs I expected, the explorer.exe file is corrupted.
Also a dll for Windows video is also corrupted
Please try following command in admin command prompt
If there are problems with RestoreHealth, please follow step 6 or 7 (depending on the file you have from the download) from the tutorial DISM - Repair Windows 10 Image - TutorialCode:DISM /Online /Cleanup-Image /RestoreHealth
When restorehealth is succesful, run the sfc/scannow command again, reboot and run sfc/scannow again. Let us know what the result is :)
