CPU Minimum Processor State useful on a desktop?

Are it and maximum processor state useful on a desktop, or is it just for laptops? Lower and Maximum are both set to 100% for me.
I read that if I lower the minimum, my cpu doesn't reach the max overclock level.

On a desktop you want as much performance as you can get. So things like setting the power profile to high performance, same applies to CPU, you want that to be on maximum performance all the time.

These settings were designed to save power. This is obviously a major concern on a laptop. Most people, but not all, would consider this of limited value on a desktop. You must decide for yourself.

No idea where you read that from but it is bunk. I have mine set as follows,

and have my CPU overclocked to 4.6, and it goes to full power any time it is needed. When at idle it runs at around 1.4 and a much lower voltage as neither are needed for most every day tasks.

Yep, same for me. Balanced setting, i7-6700K processor with max 4.7GHz and just below 1.4V. At idle, CPU core drops to 0.8Volt.

I have mine set that way also. It allows the CPU Frequency and voltage to drop until you need it. I am overclocked to 4.5 and see no reason to run all that voltage and create unnecessary heat in order to read my email or write a word doc. When the speed is needed, it jumps up to the maximum frequency immediately.

Actually, the C states setting in bios overrides the Windows 10 setting. At least it does on both my grossly overclocked PC's.
