I have now googled some more and found an app called ANTEC GRID I installed it , and runned it and it told me "Error, No Device Exists!! Please check the USB connection of the control Board" and then I could only press "OK". And thats that..
I can't find it either. Maybe it doesn't come with software. I had the H20 9xx that did have software to control it. One thing is when you go into BIOS and change the CPU fan speed (you should see which header it is connect to there as it should report the RPMs of the fan), when you change the fan speed, it will not change until you save and exit. Any change made in BIOS will affect nothing until you save it. Have you tried that? Here is a review on the cooler, but be sure to read the comments below the video.
The Grid software apparently is not for the 650. It works on the 900 models. There is apparently no software for your model. I must have given you bad info. Try reducing the fan speed in BIOS. Also, what color is the light on the cooler?
Yes, I have saved my settings in BIOS when exit out of it. Did not help what so ever. Still the same. Thats when I went back to BIOS and put it back to the default that it came with.
I saw the comments and I guess its just a really bad cooler I have. Thanks I think I will mark this as Solved due to that it feels like there aint much to do about this....too bad..
I'm not familiar with Gigabyte motherboards, but most have the capability of setting a fan profile. You can usually set a minimum fan speed and a max fan speed, then assign CPU temps to those. You may look for that and see if it works. I use a fan controller and control all of them manually. Which ever way you do it, you need to monitor your CPU temps to know when you have the right balance. As bad as the loud fans are, they are better than an overheating CPU.
You may also call whoever built the computer and talk to them. But, you do need a third party CPU cooler and not the stock one.
What I read from Antec site , there's only software for Model 950. For 650, it has an Integrated PWM fan automatically adjust fan speed based on temperature.
Another case is the noise might come from the pump as shown in this video.

FYI, I built a PC for a friend of mine and used a Corsair H50. The unit produces almost no noise with the case closed.

If your PC is still under warranty then I would ask to exchange the unit or replace with a Corsair H50 which has 5 star rating at newegg.
hi I was just browsing the forum and came across this thread I have the same antec cooler on my new rig and had this problem but managed to sort it out in the bios on my MSI motherboard by using the fan controls what motherboard are you using ? also I use this software for system analysis very comprehensive you can see fan speed etc temps etc and information of sensors HWiNFO for 32 bit and 64 bit http://hwinfo.com/download.php
