Not Responding Issue: I have seen this same thing happen -- not with just one App or Program but with many. I do not have an answer to you question directly -- Observations made with Windows -- When it say "Not Responding" It basically means that the OS is thinking. -- I have seen this many times and when it gets done "Thinking" it resumes, Continues, does what it supposed to do. Just a Little bit Annoying. If you really want to know what is happening go to "Computer Management" => Event Viewer => Look through the logs and see what is going on. -- I.E. I disabled Cortana Completely and I get these strange messages at times and when I looked into it -- It turns out to be related to the that that I fully Disabled Cortana --- Windows 10 enables all sorts of Apps and Programs -- Some are Dependent to other Apps or Programs.
