From the screen shot, your recovery partition is on disk 2, partition 3, you could try to open the Admin command:
- diskpart
- select disk 2
- select partition 3
- assign letter=R
- exit
- reagentc.exe /setreimage /path R:\Recovery\WindowsRE /target C:\windows
- Try create a recovery disk to see if it works
I had to relabel one of my other harddrives because R was already used. Once I did that from Disk Management, here's what I got:

It still did not want to create the image. I tried restarting and trying again, but still nothing. Also, Disk Management does not display an R labeled drive/partition anywhere. It looks the exact same as the image I posted earlier except I relabeled the "MoreGames" drive to "M" instead of "R".

Try the command: reagentc /info to see if you are no longer get error 3.
When you get error 3. That means Windows cannot locate WinRE tool (WinRE.wim). You might want to download:

Install and run. Right click on R partition->Explore to see if the file is there. see screen shot as an example:
It's there. The letter isn't there though. I ran the same commands in Diskpart again and even though it says it was successful in assigning the letter R, it still does not appear.
As I said earlier, it won't show up in Disk Management but should show up under "This Computer". Do you see it under "This Computer" ? If not, then use Minitool to set it. Right click on it->Change Letter then click "Apply" on the top left to commit the change.The letter isn't there though. NOTE: Assign to "R" just so you can identify it as Recovery, You can assign any available Letter and try it again
Sorry for the mix up, I meant that I couldn't see the drive letter in the minitool. I was able to set the drive letter in minitool and it shows up perfectly fine now but running the reagentc commands still return the same error.
