You might find Rainmeter to be what you're looking for.

The OP is looking for a CPU meter. Rainmeter does not appear to have this function.

On my wife's laptop I use tried and true Core Temp. Still very light weight, and no fancy features or code.

I think you'll enjoy. The current version works very well on Windows 10 -- better than the product did on Windows 8.1. And the great thing -- you got back exactly what you had. Suggest you add the 7 Sidebar gadget (if you haven't already) by right clicking the sidebar area to bring up all the options to customize and manage the gadgets. Enjoy!

Try 8gadget pack http://8gadgetpack.net/ it gives you the windows sidebar back with built in gadgets including CPU usage. Here is my sidebar which I've been using since Windows 8.

    Hi guys

Just transitioned to Windows 10. Am very much used to Windows 7 (skipped over 8 / 8.1). Anyway I know Desktop Gadgets are gone but what I really liked about 7 was having them in the upper right of my desktop. Especially handy was the default CPU meter. I literally just wanted a quick look to see what CPU resources and RAM resources were being used. Can I get that back in Windows 10? Is there something in the store (unfortunately work pc is locked down so I cannot browse it)? Even if it is embedded in the start menu/live tiles area then that is fine. I just want something akin to the old very simple CPU meter.

    Cheers

    Hi Wayne,

    Do the following:
    Open Task Manager
    Go to performance Tab
Right click on Small CPU Graph on the left
    Set to Summary view
You can now place the small version anywhere on your desktop, and even make the windows smaller if you want
    See screenshots
