Windows by default maintains drivers. Using a 3rd party driver updater is NOT recommended.
Please try the test I mentioned.
I selected safemode + network & it reboots without network. I don't know what to do.
After I came out of safe-mode things seem to be better. I'll grab a coffee & do some browsing & report back.

Again - could you type when in Safe Mode without noticeable lag?
And again - is there any difference between typing in, say, Wordpad and a browser?
(the more I have to repeat, the longer this will take...).
Notepad text works in safemode. And now works in normal.
No internet as I only have wireless to wifi. No way to add cable.
Restart to normal things have improved. I'll return after a few hours of browsing.
Browsers are not as slow however I suspect the longer I browse without a reboot slowdowns will grow.
responding to comments in say Youtube I see my typing is faster that the screen can display & I have to wait for it to catch up.
Opening folders on PC is a heavy burden. The PC seems to have to re-aquaint itself with contents before it can display e.g a folder of MP3 lectures. Notepad typing seems healthier than browser typing although this 10help thread is not lagging with text display.
I haven't got/used any 3rd party tools to tune up Win10.
AaLF, for what it's worth, after about 6 days of uptime I'm getting out of memory errors regularly (as in every few minutes). This is an issue I have yet to find a solution for. Laptop use for me means restarting is an annoyance or an inconvenience, it's something which shouldn't be a problem.
