To have an active recovery partition you must:
    - Create a recovery partition
    - transfer the recovery environment to it.

Open a CMD window as administrator and type:
    diskpart
    select vol C
    shrink desired=1000
    create par prim
    format quick FS=NTFS label=Recovery
    set id=de94bba4-06d1-4d40-a16a-bfd50179d6ac
    gpt attributes=0x8000000000000001
    assign letter=S
    exit

    Reagentc /setreimage /path S:\Recovery\WindowsRE
    Reagentc /enable

Post all the results of Reagentc /info

    REAgentC command-line options

As far as I am aware a separate recovery partition is useful for bitlocker users. Otherwise winre on the os partition does the same job.

Creating a recovery partition on the os disk should coax reagentc /enable to use it.

If you have more than one recovery partition, then you might want to specify which one using /setreimage.

A simple way to create it is by using a 3rd party partition manager. Or alternatively diskpart.
