I suggest you run the built-in disk cleanup tool. It can lead to significant improvements in boot times***.

***This post of mine describes and provides a link to experimental results on the subject.

This is what I do. Reinstall from scratch.

Make a copy of your Windows drivers folder (you will need those), check the web for the location. Then I would format the SSD and reinstall Windows, but I actively avoid the "latest" version, 1903 and me get along pretty well, no updates required, yes, Windows Update disabled manually. I also avoid third party antivirus, I'm happy with Windows Defender, great for my needs and browsing habits. Then I install all the software that I need (your case it's your case, I can't talk about what you you use as I don't know what that is). And after installing I take my time searching for background processes and disable those that are safe to disable.

Walking the extra mile: I have created my own modified Windows 10 ISO using NLite, this way I remove unwanted services, unwanted apps, etc etc etc.

I just formatted my Surface recently and just like my other computers, CPU idle stays at 1% (or 2% rarely). Sure, things change on active use. I bought this one second hand and it came with the latest Windows 10 with the default theme, it was damn slow to boot, and damn slow to use... until I reconfigured everything as explained here, it's quite fast now, this is the 2nd reinstall, on my previous reinstall I was too shy on what to enable and disable, but not anymore.

Yes, lots of people complain when they read that I don't have the latest Windows version, but this is my choice. And no problems over the years.

The OP provided the same issue on Bleeping Computer. The OP wasn't receptive to installing new software. I kind of agree. But the first thing that struck me was how little storage remains on C drive compared to D.

I too recommend a fresh clean install (factory refresh) and install non-essential or low performing applications on D drive.

As a rule, I try to do a fresh clean install every year.

Haven't done a clean install for 6+ years. No slow-down... lots of progs installed. Have I just been lucky, I wonder?

Solving the problem of slow performance requires analysis and data.. that's if the poster wishes to do that, and assuming no hardware issues.

Why would anyone got to a site as mentioned above BP and not trust them enough to install programs to help them figure out what's wrong, kind of like going to a dentist with a tooth ache & not telling him which one ! Gotta love this whacky world !!
