no freezing of the computer and it acting extremely sluggish.
    - and it sounds as if disk usage isn't persistently 100%.

So what exactly is the 'problem' now, and what is the evidence?
(Note, as you have 16Gb RAM, and assuming you haven't changed page file location or settings from default, for example, then whatever the 'problem' now is, it's not likely to be related to that).

What does HDS now report? Please post a screenshot of its GUI.

Correct - disk usage isn't persistently 100%. I have 8 gigs of RAM and I've used task manager daily for months to make sure my RAM memory usage was not in the 90's, since in the past that caused a crash. I think I would have noticed in the past if the Disk was 100% and red in color, so that seems to be a new occurrence. I haven't changed page file location or settings from default (let Windows do it). Here's a screenshotcomputer freezing-hds.png of HDS

What's the max data transfer rate you can achieve with it?

The question is what you can achieve when it reaches 100%. I've seen nothing to show that's changed from your original screenshots as yet.

Clearly you need to find a way to resolve what are presumably hardware issues relating to communication.

However your MoBo is from around 2014...

What is the rating of the Power Supply Unit,[PSU] ?
Have you tried disconnecting all drives except the active one ?
Does Reliability History show entries and if so the ---view tech details --- should indicate the possible cause.
Are there any flags in Device Manager?

No flags in Device manager, I'll have to check on the back of the power supply for the rating, or is there a way to find out in Windows? I'm beginning to wonder if this is a power supply getting weak.

All drives are disconnected except 1 HD (2 partitions). DVD drive is connected. How do I find the Reliability History?

In the Search Box,start typing in ---reliability history ---will allow you to open it.
The first lines in ---view tech details ---,problem event etc. should provide the necessary information.

Yesterday my computer acted ok, even though there was on occasional DISK spike to 100% always when I was pushing it some by opening Chrome, but no freezing or sluggishness.

Before going to bed last night, I swapped my DVD SATA and power cable to my HD and pushed on the connections on the motherboard in case something was loose. Today it auto booted and an hour later I was up and it all looked fine with the task manager near 0% Disk and EM Client open. I then opened Chrome and the Disk went up to 100% and the power usage turned red saying very high and after about 15 sec Disk came down gradually and was hovering around 5%. Power usage went back to low.

So I still have the problem but so far no freezing of the computer and it acting extremely sluggish. I saw some of the other 100% Disk threads and wonder if it's the page file. How can I delete and reset the page file?
To see if an undersized page file is the problem, open a command prompt and type or paste the following into it and press "Enter". If your system has recently run short on virtual memory, you should see the date and time of the last occurrence and the three programs using the most virtual memory at the time.

    wevtutil qe System /count:1 /rd:true /format:text /q:"Event[System[(EventID=2004)]]"

Page file won't be the issue because windows will throw a visible error onto the screen saying
"Out of virtual memory" if this is the case and your committed ram would hit cap if this was the problem because everything would have a hard time coming out of ram and also hard time in and out of page.

The committed ram is 2.9 out of 9.4 and they are only paging 286mb. Its not a paging problem.

I also doubt its the PSU other parts of the system will stop functioning first in this scenario before the hard drive even shows signs of issue as hard drive are low on the list of power consumption its like 0.xx watts of consumption barley a blip on the radar of consumption so not really a factor.

If you filter the usage column to show high usage process like dalchina suggested and it is not showing any apps as memory hogs then its something like malware or the actual storage medium is failing or the connection to the drive is bad.

I guess it dpends too because its not uncommon to see 100% usage on the performance tab its just if it sustains that then it can be a concern so the question is does the computer hold 100% disk usage for a long period of time? or is just when you open applications and then calms down?

Still need assessment of max achievable data transfer rate. As Malneb said, looking ONLY at disk usage is not very meaningful on its own.

Given the age of the MBO there's a chance that some driver incompatibility has led to any such limit.

Noting there are some 5 disks, please ensure you have checked what Hard D Sentinel says about each one.

My computer has gotten slow and sluggish and freezes for about 30-60 sec and then works.
    When did this start?
