Why would a cloned to an ext usb OS only boot in safemode?

A problem many seem to have but nobody an answer.

I cloned an SSD to a USB memory stick but it only boots the cloned OS when starting safe mode.
in normal mode the circles starts spinning and eventually freeze.

The BCD is set correctly, points to the appropriate partitions were \Windows resides and the FAT32 partition where the boot files and UEFI configuration are. Bootice confirms all.

I even took out the original SSD and connected to the same machine via USB. Checked all the settings and BCD still have the same problem.

I tried all of the eight options but only the safe mode variance work.

Option 1 "enable debugging" Starts up but the circles run forever*
Option 2 "boot logging" and all the other options except safe mode hang water rotating circle eventually freezes.*

Talk about going around in circles! Anyone know what the underlying potential configuration issue is?

*One thing I was able to extract is this (excerpt):

    BOOTLOG_LOADED \SystemRoot\System32\drivers\pmem.sys
    BOOTLOG_LOADED \SystemRoot\System32\Drivers\mup.sys

So you're saying I cannot run a bootable Windows copy from an external drive? So why would it still boot in safe mode but not in normal mode?

You can create a bootable copy of Windows as a clean install using wintousb, rufus etc as Windows To Go options relatively easily.

Doing it for an existing cloned installation is much trickier.

Strange, safe mode works, normal mode doesn't. Kind of odd and nonsensical to me.
What I need and want is that a cloned copy of my existing OS installation can also be started a.k.a. booted normally from an external device connected to this machine.

So, how much trickier is it doing it for an existing cloned installation? Where can I find info about that at the procedures?

Making an existing cloned installation to boot from an i.e. USB?
    How?

Where can I find [hard to find] info about these procedures?
