There are 2 steps to repair windows files, one consists of DISM command and other is sfc, it is important that you run dism first followed by sfc

    DISM tutorial:
Use DISM to Repair Windows 10 Image

    SFC tutorial:
Run SFC Command in Windows 10

Did you run the Dism command explained for just this circumstance in the notes at the end of Option 3 of the SFC tutorial?
If you post the SFC results extract using the method described in Option 5 of the tutorial then people can read those results and offer advice.

I have not seen that response before.

You have a very old Windows 10 Version. Version 1903 went out of support over two years ago.
