Also check that all the entries in the path variable are correctly separated by semicolons, as sometimes it can happen that some faulty installation process (of whatever it was that I can't remember) messes this up.

EDIT: As you may have noticed there's not one, but two path variables (one under user variables, one under system variables). You'll need to verify them both (use both of the two Edit buttons for this purpose, one by one opening each Edit window for the path variable and then choosing to edit as text which shows the semicolons).
The path though should not matter as I also tried to run it directly from file manager by clicking on the file.

Trust me about it... it actually does matter. And BTW it is impossible to see the whole content of these two variables in your screenshot view that you posted, you need to choose Edit | Edit text on each one like how I told you. It'll ask for your confirmation after you click on Edit text, and, next, the text will be selected so you can copy-paste it in notepad to inspect (or, alternatively, just navigate the text cursor through the entire text by using the left/right arrow keys while paying close attention to the visible text fragment shown in the text field).

I am going to have to do a repair install. Today did a file search, file manager found the file. But when I right clicked to go to properties, it formed a bluegreen mouse circle which endlessly flashes on for a while then returns the mouse pointer and back to the circle, and file manager is completely useless while it is doing that. I tried reboot and did the search again and same behavior.
I went away and an hour later still doing that. I use a WDC SSD 1gb drive for the main OS, that drive is only couple years old.

something weird happened to the OS, no clue why.

Horrible exp[erience getting win11 setup going, but I got windows 11 running on the PC now instead of 10. I thought why not since 10 had all sorts of strange issues. I installed file commander as the windows file manager was acting out badly. Even commander had some troubles with the mouse circling when clicking a file. I had to do the appraiserres.dll file trick as the hardware is officially not supported for win11. I managed to use commander to drag and drop the 0kb file over to $Windows-BT directory. Then the install proceeded ok. And after booting up into win11 with my user, it had all sorts of issues again, and worse still, new ones. like Edge icon was white, click 4blue squares get nothing. File manager would not even start, search on task bar could do nothing etc... Managed to run SFC using PS by using right click, at least PS ran and it found errors, reboot still same issues.

Bree's post tells you how here, much thanks, but very painful with a balky file manager issue ongoing.
Can't easily upgrade W10 to W11 using these tricks. Strange. | Windows 11 Forum

    HERE WAS the FIX

I then used CMD prompt from PS to add a new admin account/ Reboot and logged into the new admin account and everything is working. Something weird happened to my user account on win10.
So my old sdown user is hosed and unusable. Later I tried switching to it and all it gives me is a black screen with a mouse icon now.

The entire purpose of this PC is to show local TV channels, record and watch later. Which means I use WMC 10 from here

WMC 8.9.1 Installation MSI Released - TheGreenButton - Windows Media Center Forums

I use Schedules Direct for listings. Am in the process of setting up WMC now.

For streaming video, we use a Firestick 4k. I have a 4 port HDMI switch with audio extractor to feed my 5.1 Sony dolby sound setup, works very well. I can switch from 4 HDMI sources to send to the HDTV

I added in a 6TB sata drive after I got it working on win11. That gives me 14TB hard drive space now in the PC. It takes a while, but you can fill up TB's of space recording TV.. Also have 5 ATSC tuners in this.
