CMD and SFC refuse to run anymore,

    you should be able to run cmd command in PowerShell, is there an error?
    you can also run sfc withing powershell just like in CMD.

    cmd runs in powershell
    I wont run SFC yet as it is at 75% of the feature update

    I am doing a SFC now.
    CMD will still not run unless run in PS.
    Why is that? Is that normal behavior now?

    How do you run command prompt?

    Try creating a shortcut on your desktop for C:\Windows\system32\cmd.exe
    If the new shortcut that you create works then the old one is faulty and needs to be repaired.

    Otherwise likely issue is that command prompt was disabled by administrator in group policy.

    SFC fixed things, cmd still wont open on its own without PS
    Beginning system scan. This process will take some time.

    Beginning verification phase of system scan.
    Verification 100% complete.

    Windows Resource Protection found corrupt files and successfully repaired them.
    For online repairs, details are included in the CBS log file located at
    windir\Logs\CBS\CBS.log. For example C:\Windows\Logs\CBS\CBS.log. For offline
    repairs, details are included in the log file provided by the /OFFLOGFILE flag.

    Also try
    dism /online /cleanup-image /restorehealth

    If all else fails, try to repair Windows by doing an in-place upgrade:
    Repair Install Windows 10 with an In-place Upgrade

    run gpedit.msc as Admin and head to:
    User Configuration/Administrative Templates/System

    on the right make sure that "Prevent access to the command prompt" is set to "Not Configured"
    then run gpupdate.exe in PS if you changed the setting.

    Just checked and it is set to not configured

    Nope. Click on it, and mouse turns into blue circle for about 20 seconds, then nothing.
    Takes a LONG time to open properties, but run permissions on the file look normal

    just did the restore health, rebooted, cmd still will not run by itself.
    I might do the inplace repair, so far things are working ok otherwise.

    You know when I click cmd,exe in file manager, it takes a long time to think about whatever it is doing and fails to do anything.
    But when I startup chrome browser in about 2 seconds it is up and running.

    In PS, type cmd and it is instantly running cmd in ps
