    I'm kind of hesitant to mess too much with BIOS because it can have unintended side effects I'd prefer ruling other things out first if possible.

    Just came across a similar situation with the clients system.
    Download the crucial storage executive (Crucial Storage Executive Tool | Firmware Download | Crucial.com), check a firmware update is needed also check Windows that you have any specific needed SSD drivers installed.
    Do you have a lot of I/O during the slow or zero activity?
    Lastly, are you booting as EFI or BIOS?
    Try the following and reset your system BIOS to the often commonly found "optimized defaults".

    To me it sounds like it's looking for something until a timeout.
    I have done that and updated my SSD's firmware.

    I'm not sure what you mean by this or how to tell it sorry

    >Lastly, are you booting as EFI or BIOS?

    Not sure. I see a couple options on my gigabyte h170 motherboard

    Other PCI devices: This is set to UEFI
    Storage Boot option control: Set to legacy

    Covert to GPT without data loss.
    Convert Windows 10 from Legacy BIOS to UEFI without Data Loss
    In Step 3 of the tutorial, change the BIOS settings so that "Windows 8/10 Features" is set to "Windows 8/10" or "Windows 8/10 WHQL" (normally, WHQL is the preferred option), and, next, disable "CSM Support" ("Storage Boot Option Control" should disappear after that).

    Still having the problem, it's infuriating as if I bought an HDD. Tried with all peripherals unplugged, HDD unplugged. Any other recommendations before I reinstall windows?

    15+ seconds on the BIOS splash screen plus like 6+ on the windows login screen.
    seems to indicate it is trying to enumerate something, perhaps a piece of hardware.

    what is the bios time?

    @theridon
    Run command prompt
    C:\WINDOWS\system32> bcdedit /enum firmware
    and count the displayorder entries below {fwbootmgr}
    more than 10?

    strange, normally you have:
    - System Information
    - System Diagnostics
    - Bios Setup
    - Boot Menu
    - Network Boot
    - Startup Menu

    but I have only Workstation MBs
