What is your source for what you you claim is hibernation? Everything I have read on hibernation says the computer is completely powered off. That means it is totally safe to unplug the computer.
In fact what you say doesn't even make sense. If what you say is true then if the computer is in hibernation it is never safe to unplug it unless you first power it up and do a proper shutdown. Otherwise you would risk damaging the computer.
BTW, I have several computers that routinely go into hibernation. When they do that they are totally silent with nothing running except maybe an LED that is lit on the motherboard.
You are correct that hibernation mode does involve the computer being almost fully powered off (only the drive continues to sip power).
When a computer is in hibernation mode, the contents of the RAM are saved to the hard drive, and then the computer is almost fully powered off (only the drive continues to sip power). When it's turned back on, it resumes from the state it was in when it was put into hibernation mode.
To clarify, it is safe to unplug the computer while it is in hibernation mode, as long as it has completely powered off. However, it's still recommended to properly shut down the computer before unplugging it, to ensure that all data is saved and the computer is safely powered down.
Sleep: is when it save to Ram and then enter a low energy state where the disks is power down and power is still to ram and most of the motherboard.. then if the power goes out everything saved to ram is gone as it don't save to disk
Hibernate: it save Ram to disk and then power down the computer completely (including the harddrive) the computer becomes as it is totally off.
Hybrid sleep: It save Ram to disk, but still enter the sleep state for fast wake-up but if power goes out it can boot up from saved ram on disk as Hibernation.
I use Hibernate on my desktops as i dont have UPS to them. on my laptops i use sleep as it has its built in UPS(battery)
The only thing to keep in mind if you often set it to hibernate or have it just off..... and is unplugging the power, is that the CMOS battery will drain faster as Bios don't get any power thru the power-supply.
So you need to keep in mind to check that Cmos battery every 6months
