    It seems to me there are only 2 ways to resolve this.

    1) Make the program more efficient. (That's a MS task.)

    2) Give the program more time to register.

    I ran comexp.msc, expanded the tree to My Computer. Right clicked on My Computer -> Properties. Clicked on the Options tab and changed the Transaction Timeout to 90 seconds. Rebooted the PC.

    Haven't seen this event error since.

    Windows 10 1703 Build 15063

    I am posting only for those who use Firefox as their browser. I was getting 10016 errors and couldn't find a solution until today. After Googling for possible solutions, I found one remote one that worked for me. Each time I closed Firefox, I was getting 4 errors 10016 in my event viewer. I found a plug-in in FF (Shockwave Flash) which I disabled and voila! No more 10016 errors in the event viewer. Hope this helps someone who was getting as crazy as I trying to solve this. BTW if you use Flash , FF has an extension called "Video without flash" which solves the disablement of the plug-in.

    Hi All,
    been a 'lurker' here for some time and find it being the outmost best + competent site of all in its kind. From here in Sweden, where I live, I am humbly thankful to have access to all knowledge being available, big thanks !

    Now, this might very well be OT vs the topic of this thread, however my problems might just be of some insight + poss. more... I'm running Win10 pro/64 on a HP desktop 6200 pro and recently the OS was upgraded to version 1703/OS-version 15063.608. At the updating process, I might very well have made some mistakes in choosing the correct alternatives, and as result I now have a superbly annoying 'process' to get access to (any) website, ie. my Gmail. Error comes up as "INET-E_DOWNLOAF_FAILED" + info to go via Bing to find the page. Doing so, I can type (ie.) 'www.google.se' and from there get access to my Gmail-account, same goes at clicking for a new page and 'Bings' gives (among other) a link to Facebook, which opens fine at clicking. At looking for the error reports, there are numerous error-id 1000, w red exclamation mark, and by checking that it shows the following info:

Checking the registry, there are numerous 'Cortanas' and my 'wish' is to find a smart solution to a reg-fix that removes all those 'Cortanas' in the register. Would such a 'thing' be doable?

    Of course, there are plenty more queries here to [possibly] solve by/via help from this community...

    I've decided not to fix these 'errors' anymore since someone posted recently we don't really know the source of the 'errors' or any unintended consequences which may result in trying to fix them without a full understanding of all the issues. I'm leaving it to MS to fix the 'errors' should they ever find time to do so.

    Not sure this will actually solve your problem, for it may be something else entirely, based on the symptoms you posted. It would not be a good idea to just delete things from the registry that have the word "Cortana" in them. That would be a shotgun approach and probably cause more issues than you would ever solve. If you want to disable Cortana, just make her be quiet and hide, here is the tutorial written here on TF.

    Try this first, see what it does for you, then go from there.

    Hi TC,

    many thanks for your swift reply to my 'Cortana' issue and thanks for the advice. I promptly tried the disable Cortana reg-file you linked to, although to no avail. Same problem persists at trying to start the browser (IE 11) and I have to 'perform' the same procedure as described originally.
    Do you, by chance, have any leads as to solve the 'INET_E_DOWNLOAD_ERROR'? Have looked for this on many different sites, incl TF, but so far not found any solution.

    BTW, noticed that we have a common interest in flying machines.
    I had the great luck to fly the Swedish (SAAB) A32 A 'Lansen' as a navigator and I'm attaching an image of those beautiful workhorses over winter landscape somewhere here. (Been flying all of them...)

    Me too actually.

    It could well be the error is the writing of the error message rather than a fault in the DCOM permissions. In that case changing the DCOM permissions to grant previously restricted authority to processes that are undocumented and that no-one (outside MS perhaps) knows what they do could cause a problem. What does granting local activation permission to runtime broker actually do? I've no clue whatsoever.

    OTOH it is quite fun figuring it out and the process is useful.

    Agreed but those typical DCOM errors are gone on the latest builds. Those that turn up often disappear after a few reboots.

    You are (as usual) correct of course. On my laptop I upgraded to 16299 I don't have any.

    I wonder what they did. I suppose I could compare DCOM permissions between it and my main PC on 15063 but I doubt I'd understand anything by it.

    Seems it is all over now though and we'll have to look for another issue.
