did an inplace upgrade, didnt inprove internet speed

i did the network reset as suggested
any thoughts why i have a download showing with nothing running
on my ipad wireless i get 125Mb download speed

What does that download represent - when is it occurring? Is your PC mean to be nominally idle?
Which process or processes are involved? (Processes tab) Which disk?
Consider perhaps this settting:
- I would restore a disk image created around that time - assuming I had one...My pc was fine until a few days ago
Do you still see the command window popups?

pressing Enter after each:
netsh int ip reset reset.log
This command resets the Windows networking stack.
Netsh interface tcp set global autotuning=disabled
This command disables autotuning.
regsvr32 raspppoe.sys
This command re-registers the raspppoe.sys file.
Restart the computer, and check the connection.

raspppoe.sys should be in those two location, check if they do exist.
If it is missing one place you could may copy from the other place.
"Because the raspppoe.sys file is a Windows Operating System file it is not recommend you download this file from any website. If this file is missing, it is likely other Windows related files are also missing, we suggest re-installing Windows to make sure your issue is correctly resolved."
But check first...

If you have a second Windows device where the LAN is working as usual, you can replace the damaged raspppoe.sys with an intact version.(..or you have a friend that could mail you the file...only 86kb) To do so, follow these steps:
Open the directory \Windows\System32\drivers on the working Windows PC.
Copy the file named raspppoe.sys (right-click and “Copy”) onto any external storage device such as a USB stick or external hard drive (right-click and “Paste”).
Connect the storage device to the computer with the 651 error. Open the directory \Windows\System32\drivers and replace the raspppoe.sys file with the one from your storage device.
Re-start Windows 10.

If you haven’t had any success, you can also try to manually adjust the settings for broadband connections. Specifically, this means setting the transmission rate for LAN connections to at least 10 Mbit/s (full duplex) - in Windows 10, it’s possible to go up to 100 Mbit/s or even 1 Gbit/s.
In order to manually define the network speed, follow these instructions:
Open the Control Panel using the Windows start menu.
Choose “Network and Sharing Center”.
Click on “Change adapter settings” in the menu on the left side.
Right-click on the LAN connection that’s causing the 651 error and choose “Properties” from the pop-up menu.
Choose the “Configure” button and then go to the “Advanced” tab.
Select the entry “Speed and Duplex Mode” from the list and then set your desired value.

I did a windows repair install, cant go for a full install, a friend is going to send me the file...
i have just connected an ethernet lead and now get 30MB as opposed to 22MB with my wireless device
any other thoughts ?

the raspppoe.sys file, replaced it with his one and still get the same error message

I'm not sure, but you may have to put the new raspppoe.sys into both places.
And the old raspppoe.sys you should rename to raspppoe.sys.old first.
Always wise to have a backup first.
Could you also open the Services and find the Remote Access Connection Manager?
Then tell what status it have (running or not) and Startup Type (disabled, manual, Automatic delay or Automatic).
