Let's just start over and forget everything that has been discussed.
To troubleshoot this issue you need to remove all USB devices and do a boot into Safe mode with Boot logging. If it boots as it should, then boot with a normal boot. If not, then we need to start diagnosis by ruling out any drivers and/or hardware. If I had to make a fair guess, I would venture that a USB drive is the culprit. You do need to update the system with all current Windows updates.
Lets do the basic.
Open a CMD window as administrator and type:
chkdsk c: /f
It will say your disk is in use and ask if you want to schedule to next start = yes
Restart
Pay attention on the results, specially bad blocks, bad clusters, bad sectors etc
Back to Windows, open a CMD window as administrator and type:
sfc /scannow
If it finds any corrupted files, fixing or not, reboot and run again
Then run
Dism /Online /Cleanup-Image /ScanHealth
and
Dism /Online /Cleanup-Image /RestoreHealth
I already tried that , no luck. Still takes 8 minutes to boot in safe mode with no usb devices attached. I am going to try installing windows from a usb install next.

Hey everyone! I deleted all the partitions during a USB windows 10 install, then installed windows. I rebooted and it booted in 10-15 seconds! I turned off fast boot and then installed the asus cpu drivers and it now boots in 5 seconds to the login screen! I am so happy. But I still have one question:
When I deleted all the partitions, I noticed the drive space is missing about 30 gigs or so?
Or is that a recovery partition that the new install created?

Megahertz thank you for telling me that I would still keep genuine windows by doing a clean install through usb as long as I don't change my motherboard . It gave me the courage to do the usb clean install.

You can use Windirstat. WinDirStat - Windows Directory Statistics QDirstat is the Linux version of Windirstat. GitHub - shundhammer/qdirstat: QDirStat - Qt-based directory statistics (KDirStat without any KDE - from the original KDirStat author)
That's great to hear. If the problem comes back sometime in the future you will know what to do. We all come here to post here hoping there was a simple fix to our problems. Unfortunately, many times there is none. In that case a clean install is the best solution even if that means reinstalling all our software and configuring them.
This could be related to the so called Windows 10 Reserved Storage.
Check the status of the Reserved Storage:DISM.exe /Online /Get-ReservedStorageState
Enable Reserved Storage:DISM.exe /Online /Set-ReservedStorageState /State:Enabled
Disable Reserved Storage:DISM.exe /Online /Set-ReservedStorageState /State:Disabled
It's a feature that allows Windows to keep some disk space "reserved" for itself.
(I have it disabled btw)

You can forget about recovery partitions (even delete it if you want to recover the space), provided you make sure you create regular image backups of the drive.
Macrium Reflect and/or AOMEI Backupper (both freeware)

There is nothing like a clean install. It's a drastic action and some time consuming but is definitively the best solution.
