That status relies on what Impact means, usually High would be undesirable, e.g. a hammer to the forehead would be a High impact. In a different effect High impact would be good with a jackhammer tearing down a wall or sidewalk. In the context of the computer it could be it is taking longer to get loaded up to its full functionality. Low is good or if having trouble use Disable.
yeah startup impact low is good it means that its not contributing to a slower startup time.
Low = fast
Medium = slow
High = slowest
Startup apps that are at High should be reconsidered if they are needed to start at windows and if not they should be disabled on startup.

I just wanted that application start faster than other app. I thought if I modify it to High impact . it will startup faster...
