Can i disable something in the boot menu to get my desktop to startup faster?
Now takes 13min22sec to fully start up before i can search ?

Why do you think BIOS settings causing the problem?
Unless you've changed it, your ~15-yr-old Dell Optiplex 755 came with a spinning platter hard disk... so the first thing to check IMO is its S.M.A.R.T. information, using something like CrystalDiskInfo, to see whether the HDD is struggling.

From the CrystalDiskInfo webpage, click on the first Quick Download link:
Another webpage will open... just wait and the download dialog will appear automatically:
Click on the Save File button then, when the installer has downloaded, right-click on it and choose Properties. Unblock the exe file then run it.
It will install itself then offer to open itself automatically. Let it do that and post back what the Health Status shows. A screenshot would be good.

Just to add here if the HDD checks out ok and is defraged. If i remember correctly these came with 2 gb of ram. And Hdd of 8mb cache on the drive mlc maybe 16mb if lucky.
not sure what cpu and ram you have but it can be upgraded extremely cheap to 8gb ram and a 3.0 ghz core duo.

The CrystalDiskInfo screenshot looks OK re: HDD health.
Now check for the last reported errors/warnings in the event logs. A quick way is to use an elevated PowerShell console (right-click on Start and select Windows PowerShell (Admin)).
To compile a file of errors and warnings across the board (as you don't as yet know where the issue is), copy/paste the following into the PowerShell console then press RETURN/ENTER:

This will create a .CSV file called mylog.csv in C:\Windows\System32. The query will take some time (mine took nearly 80 seconds) 'cos Windows has so many providers the query has to be run against.
When the query returns to the command prompt you'll be able to load the mylog.csv file into a spreadsheet for filtering and further examination.
PS - You also need to tell us exactly how much RAM your device has installed. It's already struggling with age/CPU...

2GB RAM + mechanical HD is going to struggle no matter what. My girlfriend has got a similar laptop but we swapped the hard disk with an SSD and the difference is night and day.
My Dad's Dell 755 Core 2 quad Q6600, 240Gb Intel 535 ssd... I think.. ram maxed out to 8Gb boots under 30s
