    I see.

Would you like to do a clean uninstall of Chrome now?
    It’s entirely up to you…

Could you expand "My Computer" details to include hardware specifications.
The problem appears to indicate resources, such as RAM are at capacity when carrying out specific tasks.
Does Reliability History have any entries covering the freezes?
In Event Viewer,id's 9,11 or 15 indicate a hardware problem.

    i7 11800
    16gb ram
    RTX 3060

    Reliability shows 2 things
Problem Event Name: APPCRASH for MSPAINT
    Problem Event Name: LiveKernelEvent

I didnt notice anything in Event viewer right now

Another issue, not sure if its related, but if i delete 2 or more files in my folder they wont disappear and if i click delete again it says they arent found and upon refresh they are gone, if i delete a single file it goes away immediately

In Reliability History, lines 1 -3 from ---view tech details---should give searchable information concerning the crashes.
If dism does not record any actions, then hardware appears the probable cause.
Could you run Windows memory diagnostic and/or Memtest86 and see if there is any report.
Also,as suggested by Compumind, completely remove Chrome.

I am not sure which lines you are referring to

Windows memory test found no issues

Why would chrome be an issue if it happens with paint? I also DLed another program paint net and when saving it does the delay thing there too

Line 1 is the ---Problem Event Name---then numerically downwards from there.
When two similar programmes are installed,in your case Edge and Chrome, they often compete and cause resource problems, which is often seen as freezes.
The only conclusive method of proving a programme is not or is the cause,is to uninstall it,preferably using the maker's own uninstall tool.
Which browser is used for the download ?
If neither are at fault and system files prove undamaged and there aren't any listed hardware faults, then the only viable alternative which I can suggest is to backup and clean install.
Run dism again and check the log, found in ---local disk c>windows>logs>dism.
It is beneficial to note the precise time and date of running dism. The log file can be lengthy.
CBS is the log for ---sfc---.

Well, I wish it didn't have to come to that as I had some other options to pursue.
Please create a complete, restorable backup of your entire system just in case the problem happens again.

    Take care.

    Here's a great solution and it's free -

Backup and Restore with Macrium Reflect

    Cheers.
