    Freeze when uploading, downloading and saving even after reset


    I have the latest build and all patches, latest drivers, bios etc;, and i just reset windows and chose to keep files and it apparently changed nothing

    This problem occurred about 3 mth ago, prior to that i had no issues, its on a new Dell XPS with Samsung SSD

    Basically when i DL or UL files in chrome there will be a delay/ pause and i cant click any other tabs, it will make the windows beep

    It doesnt happen all the time but it is frequent, with edge it doesnt seem to happen

    Using paint and saving screenshots it happens, after clicking save i cant click anywhere for a few moments, and the program will say not responding until it actually completes the save action

    I used to work in IT so im familiar with problems but this is very strange to me, i figured the SSD would be the problem but since everything else works fine im not sure

    How would i fix this?

    Hi there -

    1) Have you checked Task Manager to see what processes might be taking up too much CPU time?
    2) Have you tried uninstalling Chrome (cleanly) then reboot and test with just Edge?
    3) What AV and Firewall are you currently using?

    Hi

    I attach img of task manager, showing CPU at 28% usage
    Since it does it with MS paint as well i dont think that matters and i mentioned it doesnt do it with edge
    Just the default windows apps

    Hi -

    What other AV besides WD and Firewall are you currently using?
    I also have had many bad experiences with Chrome.

    I mentioned the default windows apps, i dont use other AVs/ firewalls

    So you are using Windows Defender and Firewall.
    I would suggest (again) backing up your bookmarks/favorites/backgrounds in Chrome and cleanly uninstalling to test.

    One more item -

    Go into C:\Users\USERNAME\AppData\Local\Temp and delete everything inside. It's a hidden folder, so you have to unhide it in File Explorer.

    You are heavily focused on chrome and ignoring the fact that it happens with paint, i dont know why this information is being ignored

    Not at all.

    You would be very surprised at all the things that I have seen. This is hard to diagnose as you can plainly see.

    Before the uninstall, try this:

    DISM /Online /Cleanup-Image /RestoreHealth

    Run as Admin in a Command Prompt.

    Then do this:

    SFC /scannow

    Please post back.

    I did that several times on the old windows, isnt it cleared during the reset?

    I did both steps and it found no issues, i rebooted and issue remains
    Even canceling the DL it still freezes for a few moments, paint still takes a while to save as well
