Prevent power off after windows shutdown?

I need to prevent my windows 10 machines (21H2 build 19044, 1469) from powering off after a safe/proper shutdown.

The older versions of windows (XP 7) used do this (before ACPI allowed power control)

I seem to remember there was a local policy setting that allows the prevention of power off but I cant seem to find it

    Can anyone help?

    Try this

Here’s something else that could be relevant:

Method 1: Disable sleep mode through Settings.
Click on the Start button and select Settings.
Click on System > Power & sleep.
Under the Sleep section, expand the drop-down menu and select Never.

Method 2: Disable sleep mode through Power Options.
Type power options in the search box, and then press Enter to open the Power Options window.
On the left pane, click on the Change when the computer sleeps link.
Expand the drop-down menu next to Put the computer to sleep, select Never for On battery and Plugged in.
    Click the Save changes button.

Method 3: Change advanced power settings through Power Options.
Type edit power plan in the search box, and then press Enter.
Click on the Change advanced power settings link.
Make sure that the Critical battery action and Low battery action settings under Battery are set to Do nothing.

Thanks, but I still want the shutdown options. I want to shut down the entire system, without reboot and without turning the power off, leaving the system safe, ready for power-off (In my case, using a remote controlled mains socket)

If I shutdown at the moment, the machines turns off and wont turn back on until the power button is pushed. As I control the power state using a remote control socket, it means It cant turn the machine back on when I re-apply power

Using a remote power control suggests the setting in the BIOS about turning the computer back on after a power failure or leaving it off after the failure would be of help. Most Desktops of the last 15 years or more use ATX-style motherboards that don't really turn the computer off, just control what the power supply is supposed to do. That can be noted by a small light on the motherboard or a light on the Ethernet port or both, the only full shutdown is obtained by pulling the power cord out. The earlier AT motherboards/computers had the front power switch connected directly to the power supply and truly shut the computer down, same effect as pulling out the power cord.

Thanks. Currently, if the W10 pc is properly shutdown, it will power-off. No amount of toggling the main power will cause it to power on. You have to hit the power on button to start the machine (or use WOL, which I don't want to do)

The BIOS settings that you elude to control what happens if mains power is lost while the PC is still on. Usually you can set to 'last state' or 'power on' to allow the PC to recover from a main power loss. These setting have no effect if the PC is properly shut down.

Again, I know there is a setting that prevents power-off after a clean shutdown, but my memory and google-fu is failing me ....

Well, after to more looking I found the answer - just looping back to this, just in case anyone ends up here looking for the same info..

Found the answer here boot - Shutdown Windows 10 without power off computer - Super User

    Its a local policy setting

    1. Computer ConfigurationAdministrative TemplatesSystem
    2. Enable: Do not turn off system power after a Windows system shutdown has occurred (double-click) → OK
