It's normal, the OS reserves/uses it (don't remember the details).
I believe the memory in question is reserved by the system before Windows even boots (hence hardware reserved) as certain devices such as graphics cards, network adapters, RAID chips etc need a range of memory addresses permanently assigned for ROM tables and suchlike.
In the case of the HP machine the 2.1Gb reserved is likely to be for the iGPU as well (equivalent of GPU VRAM).
@Pejole2165 - Thanks for reminding me. I had forgotten that my machine had integrated graphics. The OP must have a separate graphics card. Either way the OP has nothing to be concerned about.
