You might want to check SSD prices anyway so you can keep this PC as a usable spare or donate it to someone you know in need if you won't be buying a new PC for a while. You could still use the HDD for additional storage, depending on it's health.

By cloning your HDD to a SSD, it becomes an almost risk free upgrade as you can disconnect and keep the HDD aside after you clone it to confirm the SSD boots and works after you clone it.

Big chances are... Only the Hdd is failing, and replacing it would bring it back on the road for a good while... Anyway you can still pull it out and do something else with it... Check out many 500gb SSDs are really affordable.

    OK, sounds good.
What if the new PC comes with win 11? Obviously, I don't want to wipe that out with a win 10 clone from the old one.

You can get an external USB enclosure or connect the drive to another free SATA port and copy your files to the new installation. Without problems.

Download an run HD Sentinel app now to check your HDD health. If it's not healthy, you'll know now rather then when it fails.
