Why does it take forever to close a website little timer sits therewhat is causing the delay cant figure it out

Can't tell about the delay. You could try with resource monitor, and check disk usage
Sadly, Winpatrol is not developed for years now.. Uninstall it. Right away. It can do more harm than good (much more)

I still have Winpatrol Plus. Its "abandonware" but many still use it according to comments on their Facebook page. I still use it on Win 10 but no longer have it in startup in Win 11.
We still see old Optiplex 755 posts on the Dell forum. If you are using Wi-Fi that may be one issue. Best to use wired NIC connection.

When you close a browser sometimes it does not exit.
Again I blame Chrome, .............
However
Some Browsers attempts to save information for later usage of the same page.
Also your using Windows 10 on a HDD with an earlier processor everything takes time to open and close ( at least for a copy I have on my Pentium II ).
