The drive-thing, is based on my recent experience, including last year, where my Ryzen 5 2600 (Pinnacle Ridge) (2nd-gen) PC suddenly became insanely slow and around that time, IIRC, SFC said that it couldn't repair some files. Totally so-not-normal!

    I blame Chrome but anyways

    1. Get Rammap.exe and run it then clear stand by.
    2. Another problem might be Windows Media loading #@$$@!# which happen to me.
    3. You said two months ago, did you install anything specific.

    Win+R then try

    resmon.msc

Like RAMMAP.exe you should be able to see what is using the resources.

    .................................................................................................... ..........................................

Hard drive failure does not make the mouse clip ( jump ) flip.

Usually it is something eating the Ram, or a process using the processor like crazy. Again for me it was Windows Media player

Another thing you could do is Go to Task Manager ( Ctrl + Alt + Delete )
and checkout start up items. Disabling some of those things you do not need at the moment could help.

Another thing is to disable updating features. As these things will try and try again to talk to momma base attempting to give you something you do not need without informing you. Because reading and writing data at high rates also causing the mouse to clip ( slowing down work ). Even memory errors.

This also happen to me with my Wacom Tablet where the mouse would run smooth and force me to do a restart which was because of memory not being cleared. Sometimes I reinstalled the driver and that stopped it for awhile but I installed something that stop that problem. I forget what ?

    2. Another problem might be Windows Media loading #@$$@!# which happen to me.
How do i find out if it is culprit?
    Win+R then try

    resmon.msc

Like RAMMAP.exe you should be able to see what is using the resources.
It gave me error "Windows cannot resmon.msc ........"

As my previous post suggests its not harddrive failure , and i have tried the tips you mentioned above , its not windows update i think.

I have had mouse clipping and it is usually something like a driver or even resources being used. Like the Wacom driver ( if you have that installed ) in conjunction with another program.
    ..............

Your Ram looks great so in one of the options above their is an option to empty an area of your choosing.
    Try Emptying standby.

Standby means something has leftover information that is waiting to be used and might not be used for a long time. Like when you put your computer to sleep even empty will fill up. Your standby is low which is great but I would still empty it via the button for standby.
    ........

Checkout -> Control Panel -> Indexing options.

You should turn it off and or eliminate the drive and all subfolders from being indexed. Indexing could be great for recovery but usually it is meant for a SSD. With Indexing on Windows will work tirelessly around the clock to index usually for search functions.

It is up to you but when I did this I had a quieter drive at the time and always keep it off and limited.

One of the first thing I turn off when I install windows nowadays.
    ...........

What kind of drive you have ?
    1. Try using HDD Guardian ( download ) and it should report status of your drive..

So what is in your start up ?
    2. When you go into the Task manager you should see a bar called startup. Just take a look and see if anything is odd.

    3. Sometimes you should also check

Windows + R keys and then try

taskschd.exe - the feature that schedule any task to run, program, shutdown, etc.
services, msc - in your Task Manager their is also something called services but this has more control.
resmon.exe - This is like RamMap but built in.

If something is missing then you will have to download and install these features yourself. Usually it is the home versions.

    ,........

Turn off updates will not hurt you.
    ........

Sometimes a program like Office always on ( the little red box whatever it is called ) or even Adobe Acrobat running might also slow things down.

    ..........

If that fails I would run a Malewarbytes free version to check for any viruses but that is a long shot. Just now I discovered an installation I attempted to use loaded a virus I had to turn off in multiple areas just to delete and eliminate.

Laptops can get very hot CPU.
CPU can lower clock to protect itself
Do you have a hardware monitor?

It is not CPU temprature issue.

The TEMP does not have to be off the charts all their has to be is one process that is causing delays. This sorta thing would happen.
Another issue might be the graphics driver because that would also cause clipping, skipping, and odd movement. Try reinstalling or updating drivers through the makers website and or if you like Microsoft have it search for an update.

Clipping happen to me with my Wacom, Windows media loading, Photoshop, and when graphic problems arises.

Again something could be eating the process like HTML5 browser like Edge or Cortana, or even a 3rd party browser concerning Chrome ???

This should have been investigated when it started, not months later after just rebooting to correct it.

write all your programs, processes, games, everything on a paper.

now throw a dart at it.

the above is totally sarcastic, but is what you are trying to resolve this.

at this point, fresh install. start installing your stuff again, but monitor and pay attention to when it starts doing it again.

    Google translate below:
