Windows 10: Activity/Loading Ring constantly flickering. Solved

    Activity/Loading Ring constantly flickering.

    Every 1 second the little blue loading circle flashes.What process or app causes this?. Is there a solution for it?

    After looking at your specs, especially your processor , I am guessing that Windows 10 is taxing its capabilities. Try shutting off most startup programs (with the exception of antivirus these are not generally needed) and seeing if you can reduce your processor load and improve this condition. Turning off some of the more esoteric visual effects would also help if this your problem is due to processor constraints. Post if you need more direction.

    Well, Task manager shows pretty minimal usage on all ranges when idle(cpu ram disk & network) , nothing jumps in sync with the loading ring either, its not slow by any means , wont happen in edge or chrome ,various other programs , only seems to happen in basic explorer.

    ^ You tell me congrats and safe computing right after telling me to disable Problem Reports and Solutions Control Panel Support &
    Windows Error Reporting Service. Turns out its OneDrive attempting to launch,disabled it at start up ,as snakeeye's was right! It would max out at start up leaving ondrive hanging unable to execute ! Thanks all!

I haven't been on my Windows 10 Build 10074 install for a few days now and when I check for new builds it doesn't show anything available. Windows Update is set for the slow ring and I was just wondering if all the newer builds are only available...
