    I think I found something....

Try to Disable "Intel Smart connect" Technology

Intel® Smart Connect Technology is designed to update programs by periodically waking your computer from sleep/standby mode for a short time. This function works with applications that automatically get their data from the Internet, such as Outlook* and Windows* Live Mail.

That said, it should not interfere with a Powered down system. But still is the only feature I could find in that bios. that could relate to your problem.

Features and Requirements for Intel(R) Smart Connect Technology

And the default delay is 60 minutes.

Reboot your computer, Enter BIOS, Go to System Configuration, 6th item in the list "Intel Smart Connect Technology"

Nope, I just went into BIOS to verify that there wasn't anything that had any connections with the system clock as a "double" check. I have currently removed all Windows media files to find out if there is a chance that one of them is being used.

No, you are making assumptions and not facing the real world, the alarm is not coming from BIOS, it is coming from hardware.

After removing all files from C:\Windows\Media, the sound still plays.

Yep, someone, somewhere has pulled a fast one and did a good job from their point of view, I would like to format their hard drive.

This is the best of the bunch, I mute the sound and it still played.

Now I have shut down the service.

    Code:
    C:\Windows\System32\net.exe stop audiosrv

Well, it still sounded with the Windows Audio service stopped.
